MANILA, Philippines – Posible na maibaba sa P20 hanggang P30 ang retail price ng bigas na campaign promise ng leading presidential candidate na si Ferdinand “Bongbong” Marcos Jr., ayon kay Socioeconomic Planning Secretary Karl Kendrick Chua.

Sa press conference, sinabi ni Chua, hepe ng National Economic and Development Authority (NEDA), na kung “targeted and efficient” ang suporta ng gobyerno sa mga magsasaka ay posible ang nais na mangyari ni Marcos.

Kamakailan, sinabi ni Marcos na irerekomenda niyang magkaroon ng price cap sa bigas at aatasan ang mga ahensya ng gobyerno na tumayong mga middleman sa pagbili ng ani sa ilalim ng kanyang administrasyon.

Aniya, ibababa niya sa P20 hanggang P30 ang presyo ng kada kilo ng bigas mula sa kasalukuyang P38 hanggang P50 na local commercial prices sa Metro Manila at P37 hanggang P52 para sa imported commercial rice.

Dagdag pa ni Chua, ang pagpapababa ng retail price ng bigas sa antas na ipinangako ni Marcos ay possible sa ilalim ng liberalized trade regime, sa ilalim ng Rice Tariffication law.

“Under Rice Tariffication, the programs are expected to increase the yield per hectare from four metric tons to five or six metric tons, so that is possible actually,” saad ni Chua.

Pero ayon kay Chua, posibleng maging problema ang pagpapababa ng presyo ng bigas kung ang suporta para sa mga lokal na magsasaka ay manggagaling sa anyo ng subsidiya na hindi nakatali sa output.

“If we are going to use taxpayers’ money solely to subsidize without conditions and without any productivity measures, then that’s a bad idea,” paliwanag ng NEDA chief.

Umaasa naman si Chua na hindi babaguhin ng susunod na administrasyon ang Rice Tariffication law na aniya’y “best model” na mayroon ang bansa para matulungan ang mga magsasaka at mga konsyumer.

“By removing quantitative restrictions, we were able to address both the needs of consumers for lower retail price of rice and use the funding from the tariff, which I believe was at P18 billion last year to fully fund the RCEF or Rice Competitiveness Enhancement Fund,” sabi pa ni Chua.

“Those calling for the removal of the RTL risks taking away P18 [billion] we are giving to farmers to improve their productivity,” dagdag niya. (RNT/JCM, Remate)
