BAGUIO CITY—Representatives from the implementing agencies (IAs) of the Rice Competitiveness Enhancement Fund-Rice Extension Services Program (RCEF-RESP) assemble to discuss their 2021 midyear performance and plan out activities for next year.

The activity served as an opportunity to examine the execution of the physical and financial accomplishments for the first semester of the year.

Agricultural Training Institute (ATI) Assistant Director and RCEF-RESP head Rosana Mula graced the opening program where she emphasized the importance of the activity leading to the second semester of the year and in preparation for 2022.

“This workshop will be critical as we need to discuss what went right and what needs to be improved from our performance last semester. In addition, we need to identify our upcoming activities next year which will be in line with our midterm evaluation for RCEF,” Mula explained.

Present on-site were representatives from the Philippine Rice Research Institute, Philippine Center for Postharvest Development and Mechanization, and ATI. Meanwhile, representatives from the Technical Education and Skills Development and Authority, Bureau of Plant Industry, Bangko Sentral ng Pilipinas, Office of Senator Cynthia Villar, and RCEF Program Management Office were present via Zoom.

Along with the review of 2021 first semester accomplishments, topics that were discussed during the activity include the finalization of the RCEF-RESP logical framework, identification of activities for 2022, and convergence plans for future activities. The database for RCEF-RESP and the upcoming midterm evaluation were also raised during the workshop.

ATI consultant Dr. Virginia Cardenas and former regional director of the National Economic and Development Authority in the Cordilleras Dr. Milagros Romando also served as resource persons during the activity to provide guidance to the IAs for more strategic implementation of the RCEF-RESP.

Dr. Milagros Romando, former regional NEDA director in the Cordillera Administrative Region, provided suggestions and recommendations for the implementation of RCEF-RESP during the workshop.

The RCEF-RESP CY 2021 mid-year performance review and FY 2022 planning workshop was held at G1 Lodge, Baguio City from July 28 to 30.
